Not a whole lot to add here... I liked the background bit of the Advisor pouring himself a glass of Romulan ale while he chats. He's definitely not the type to drink from the bottle!

Panel 1:
Supreme Advisor: Stepping in? Yes, good.
Before this incompetent ship commander hurts your cause even more with his blatant ingratitude for the exemplary aid we provide to the poor, helpless Spoogians.
Panel 2:
Commander Dale Zurkett: Aid? You've turned these people into slaves, you pompous, self-righteous, tyrannical--
Grayson Talbot Let me just pop in here. I'm Grayson Talbot.
Panel 3:
Talbot: Pleased to meet you, sir.
Supreme Advisor: Ah, yes... the "master diplomat?" I do hope you have better skills than this oaf.
Dale (aside): Oaf!?
Panel 4:
Talbot: I'll do my best, sir. We all want is what is best for the Spoogians, don't we?
But you have us at an impasse. And the Commander here is an excellent example of your two options:
Work out a great deal with me... or fight it out with phasers.
Supreme Advisor: You don't mince words, I see.
Panel 5:
Talbot: That wouldn't be fair to either of us.
Supreme Advisor: Then perhaps WE can come to an understanding. Come, let us speak.

Panel 6:
Dale: Good grief, what the hell was that? Why did Talbot wait so long? I stepped in everything.
Lieutenant Commander Natashia Starrat: Not everything. You did refrain from punching anyone.
Dale: Very funny.
Yeoman Bridget Janson: Oh, did Grayson not warn you? Romulans treat diplomacy like a war... identify and destroy the enemy commander.
So his plan was to let them target YOU and feel victorious. That makes them much more pliable in the actual talks

Dale: What, so he just sent me out as a sacrificial lamb?
Natashia: Some warning would have been helpful.
Bridget: Well, I'm sure he didn't meant to do it that way.
He probably just needed an authentic reaction from you.
Dale: Why are you defending him like that?
Wait... do you like this guy or something?
Bridget: Um...
