2/26/24:
Happy Birthday to my Mom!
The "certain Starfleet divisions" Hank is referring to would definitely include Section 31, which he, of course, has been associated with.

Transcript
Panel 1:
Colonel Hank Reynolds: All right, you all needed to talk to me? What's this about?
Ensign Hylia: It's about Mr. Talbot, Colonel.
Yeoman Bridget Janson: I just wish we'd known this before Jeffrey beamed down...

Panel 2:
Hank: I'm guessing there's more to this than just hating his guts. Because that feeling is mutual.
Bridget (aside): I'm just more ashamed that I wanted to go out with him...
Hylia: Yessir... you might say that we, um... hacked his personal message logs.
Hank: That doesn't sound legal.
Hylia: Erm...
Hank: Releax. Certain Starfleet divisions wouldn't bat an eye at this. Or worse.

Panel 3:
Lieutenant Zack LeRoux: You'll see there's a lot of messages to and from the supreme advisor.
Hank: Huh. yeah. And I thought he only wanted "face to face" meetings.
Bridget: And notice the earliest comms... they were discussing Natashia's heritage before we GOT here.
Hylia: Also the message from Admiral Benson... saying Talbot should have "enough assets on hand" to "obtain a profitable outcome."

Panel 4:
Hank: The implications are huge... but cut to the chase. Is any of this incontrovertible?
Hylia: ... No. They were all very careful in their exchanges. So much implication without confirmation.
Hank: And that's our problem. If we make any of this public, they'll deny it, it'll get swept under the rug, and we'll paint a target on OUR backs for the trouble.
Hylia: Surely Starfleet wouldn't--
Hank: Ensign, if you believe the line that we live in a utopia, I'll sell you the farm that you're not allowed to buy.

Panel 5:
Zack: So what the hell do we do?
Hank: For right now? We need to resolve the situation on the ground.
The interstellar politics can wait their turn.
So... does Talbot have any idea that you've got this intel?
Bridget: No.
Hank: And he's been pleased with your work?
Bridget: I think so. He's even asked me out. I told him yes.
I'm glad I know better now. I wouldn't go on a date with him if you paid me!
Hank: Uh, Janson... I'm afraid you're gonna need to rethink that.
