Panel 1:
Narrative Text: Sping-Spang-Spoogie airspace:
Special Envoy Lorraine Hulyard: That will do. Helmsman, set standard orbit. Tactical officer: Monitor those warbirds.
Panel 2:
Ms. Hulyard: This is an absolute travesty. Two Romulan warbirds in orbit, and the Intrepid is still grounded.
Add this incident to the list of regulatory infractions, Mr. Shrunt.
Mr. Dwayne Shrunt: Already done, Ms. Hulyard.
Panel 3:
Captain Bob Jenkins: Um, excuse me... but you don't have the authority to issue commands on my ship. I was told we were bringing you to the Intrepid for a command review and to pick up their prisoners.
And I'm sorry... but that message you just broadcast sounded more like an arrest warrant.
Panel 4:
Hulyard: Pardon me, Captain Jenkins. But I do have authority. Per subsection 19 of amended article 651 of Starfleet operations policy.
Jenkins: As I recall, that amendment is under judicial review.
Ms. Hulyard: A mere formality. However, in order to reduce your anxiety, I will authorize sharing additional information with you.
Mr. Shrunt? The infractionary list, please.
Mr. Shrunt: Indeed, ma'am.

Ms. Hulyard: That will do.
Panel 6:
Jenkins: That's a long list of allegations. But... it sounds wildly inaccurate. They've saved two planets since their ship was launched!
Ms. Hulyard: The ends do not justify the means, Captain. As a Starfleet officer, I am sure you know this.
Mr. Shrunt: Shall I log Captain Jenkins' interference with our execution of due process?
Ms. Hulyard: Not as yet, Mr. Shrunt. The captain is still entitled to express an opinion.
Within acceptable parameters, of course.
